" In analyzing fiscal issues, conventional public finance approaches focus mainly on taxation and public spending. Policymakers and practitioners rarely explore solutions by examining the fundamental problem: the failure of interested parties to act collectively to internalize the positive externalities generated by public goods. Public finance is merely one of many possible institutional arrangements for assigning the rights and responsibilities to public goods consumption. This system is currently under stress because of the financial crisis. The first part of the class will focus on collective action and its connection with local public finance. The second part will explore alternative institutional arrangements for mediating collective action problems associated with the provision of local public goods. The objective of the seminar is to broaden the discussion of local public finance by incorporating collective action problems into the discourse. This inclusion aims at exploring alternative institutional arrangements for financing local public services in the face of severe economic downturn. Applications of emerging ideas to the provision of public health, education, and natural resource conservation will be discussed."

The student will learn the mechanics of editing and compiling a simple program written in C++ beginning with a discussion of the essential elements of C++ programming: variables, loops, expressions, functions, and string class. Next, the student will cover the basics of object-oriented programming: classes, inheritance, templates, exceptions, and file manipulation. The student will then review function and class templates and the classes that perform output and input of characters to/from files. This course will also cover the topics of namespaces, exception handling, and preprocessor directives. In the last part of the course, the student will learn some slightly more sophisticated programming techniques that deal with data structures such as linked lists and binary trees. This book is written as an introductory text, meant for those with little or no experience with computers or information systems. While sometimes the descriptions can get a little bit technical, every effort has been made to convey the information essential to understanding a topic while not getting bogged down in detailed terminology or esoteric discussions.
Learning objectives can be found at the beginning of each chapter. Of course, all chapters are recommended for use in an introductory information systems course. However, for courses on a shorter calendar or courses using additional textbooks, a review of the learning objectives will help determine which chapters can be omitted.
At the end of each chapter, there is a set of study questions and exercises (except for chapter 1, which only offers study questions). The study questions can be assigned to help focus students’ reading on the learning objectives. The exercises are meant to be a more in-depth, experiential way for students to learn chapter topics. A mathematical second-order system is represented in this book primarily by a single second-order ODE, not in the state-space form by a pair of coupled first-order ODEs. Similarly, a two-degrees-of-freedom (fourth-order) system is represented by two coupled second-order ODEs, not in the state-space form by four coupled first-order ODEs. The book does not use bond graph modeling, the general and powerful, but complicated, modern tool for analysis of complex, multidisciplinary dynamic systems. The homework problems at the ends of chapters are very important to the learning objectives, so the author attempted to compose problems of practical interest and to make the problem statements as clear, correct, and unambiguous as possible. A major focus of the book is computer calculation of system characteristics and responses and graphical display of results, with use of basic (not advanced) MATLAB commands and programs. The book includes many examples and homework problems relevant to aerospace engineering, among which are rolling dynamics of flight vehicles, spacecraft actuators, aerospace motion sensors, and aeroelasticity. There are also several examples and homework problems illustrating and validating theory by using measured data to identify first- and second-order system dynamic characteristics based on mathematical models (e.g., time constants and natural frequencies), and system basic properties (e.g., mass, stiffness, and damping). Applications of real and simulated experimental data appear in many homework problems. Unmanned Aircraft Systems (UAS) are an integral part of the US national critical infrastructure. They must be protected from hostile intent or use to the same level as any other military or commercial asset involved in US national security. However, from the Spratly Islands to Djibouti to heartland America, the expanding Chinese Unmanned Aircraft Systems (UAS / Drone) industry has outpaced the US technologically and numerically on all fronts: military, commercial, and recreational.
Both countries found that there were large information security gaps in unmanned systems that could be exploited on the international cyber-security stage. Many of those gaps remain today and are direct threats to US advanced Air Assets if not mitigated upfront by UAS designers and manufacturers. The authors contend that US military / commercial developers of UAS hardware and software must perform cyber risk assessments and mitigations prior to delivery of UAS systems to stay internationally competitive and secure.
The authors have endeavored to bring a breadth and quality of information to the reader that is unparalleled in the unclassified sphere. This book will fully immerse and engage the reader in the cyber-security considerations of this rapidly emerging technology that we know as unmanned aircraft systems (UAS).
